The Good Samaritan snapped a quick photograph and immediately alerted our animal welfare team. By the time our officers arrived on the scene, her guardian had temporarily untied her from the heavy restraint.

• She suffered from a fractured skull, which was the direct result of intentional blunt force trauma.
