Because of this crystal-clear footage, the Dallas County District Attorney’s Office and the SPCA of Texas were able to swiftly issue a formal arrest warrant.
Realizing he had been caught red-handed by the new surveillance initiative, Spears turned himself in to the authorities on September 11.
He casually defended his cruel actions by claiming he was simply trying to help his sister get rid of the dog because she was allegedly entirely “uncontrollable.”
